On 31 October 2025, over sixty residents, experts, and community members gathered in Petrovac for the panel “The Future of Buljarica” to discuss the fate of one of Montenegro’s last remaining natural coastal areas. Despite repeated invitations, no one from the Municipality of Budva attended their silence spoke loudly.
The panel highlighted a decade without spatial plans, the risks posed by the new Strategic Investment Law, and the growing pressure on locals to either sell their land or face expropriation. Yet the community showed another way forward — one rooted in nature, heritage, and sustainable local livelihoods.
Just one day later, more than sixty people came together to begin shaping their own vision for Buljarica’s future, sending a clear message:
Buljarica is not for sale.
